How to Start a Franchise in Minnesota

As one of the few states that have enacted franchise laws, Minnesota requires you to register your Franchise Disclosure Document (FDD) with the Securities Division of the Minnesota Department of Commerce before you may offer or sell a franchise. The initial FDD filing fee is $400. Your FDD registration lasts for one year and requires an annual renewal fee of $200. The annual renewal fee will be $300 if your renewal FDD contains a material change from the prior year.
